The Central Government employees and pensioners are to draw a 3% DA increase, taking effect on July 1, 2025. This increase might bring the DA from 56% to 59%. This calculated action is meant to counter inflation, which figures at 5.2% in the year 2024, as based on the All India Consumer Price Index for Industrial Workers. Particulars of 3% DA Increase
Dearness Allowance (DA) is calculated on the basis of the 12-average index of the AICPI-IW (144.2 in June 2025), making the DA 59%. For a basic pay of ₹18,000, the DA amount changes from ₹10,080 to ₹10,620, an increase of ₹540 per month. Similarly, for a basic pay of ₹50,000, the DA will increase from ₹28,000 to ₹29,500; thereby increasing the monthly pay by ₹1,500. The pensioners get an equal increase under Dearness Relief: a pension of ₹9,000 will increase by ₹270 per month. Arrears for July to September will be paid along with October 2025 salaries.
Impact on Salaries and Allowances
An enhancement in pay will increase post-tax pay, and other allowances such as:
- House Rent Allowance (HRA): Up to 30% of the pay in metro cities, adding ₹450–₹1,200, based on pay level.
- Transport Allowance: Ranges from ₹1,350 to ₹7,200, varying from city to grade.The ₹12,000-crore annual expenditure is likely to spur festive spending in retail and hospitality. In January 2026, however, with the 8th Pay Commission coming to effect, DA will be reverted to 0%, henceforth merging with the new basic pay structure.
Announcement and Implementation Timeline
The DA increase, with effect from 1 July 2025, is expected to be announced in September or October 2025, coinciding with the festive seasons like Diwali, similar to previous years (for example, 18 October 2023). The delay is given so that the government can finalize the June 2025 AICPI-IW data by late July. Arrears for July-September will be paid in October along with salary, thus no financial disadvantage will be caused to employees.
